Description of Work:
The purpose of this project is to improve the safety and operation of Canton Road between Sanitarium Road (CR 136) and Waterloo Road (US 224) by implementing countermeasures recommended by a Safety Study (dated August 29, 2006) prepared by the Summit County Engineer and approved by ODOT.

The recommended countermeasures include the following:

   1. Widening of Canton Road to 5 lanes.

   2. Providing standard 12-foot lane widths.

   3. Designating the center lane as a continuous two-way left turn lane between Sanitarium Road and Arcadia Road, except at intersections where a dedicated left turn lane or right turn lane is required.

   4. Constructing a 6-inch high, 3-foot wide concrete median between Arcadia Road and Waterloo Road (US 224).

   5. Installing a new traffic signal at Springfield Lake Road.

   6. Prohibiting left turns from Calvin Street, Meadow Drive and Brittany Pointe, and other locations, including driveways, as deemed appropriate.

   7. Correcting vertical curve deficiencies along Canton Road.

   8. Constructing combination curb and gutter to define access points to properties adjacent to Canton Road.

   9. Constructing sidewalk along Sanitarium Road from the entrance to the Hidden Lakes Development to the driveway entrance at Springfield High School.

  10. Constructing an 8-foot wide asphalt bike path/sidewalk along the west side of Canton Road between Sanitarium Road and the north entrance to the Tri-County Plaza.

  11. Constructing a 5-foot wide concrete sidewalk along the west side of Canton Road from the north entrance to the Tri-County Plaza to Waterloo Road (US 224).

Other improvements include installing storm sewers; upgrading the traffic signals at Sanitarium Road and at the entrance to Tri-County Plaza; interconnecting the traffic signals along Canton Road at Sanitarium Road, the entrance to Tri-County Plaza, Springfield Lake Road and Waterloo Road; replacing the bridge/box culvert (SPR 66-0320, SFN 7752121) over Cornell Creek; salvaging pavement and making pavement repairs, as required; resurfacing; installing pavement markings; and replacing traffic signs, with all appurtenances thereto.

As an alternate to the roadway improvements outlined above, the construction of roundabouts at the Canton Road/Arcadia Road/Meadow Drive intersection, in front of Tri-County Plaza, and at Sanitarium Road are being considered. Canton Road would be reconstructed as 4 lanes (2 lanes each way) with a center raised and landscaped median.

Maintenance of Traffic: Traffic will be maintained at all times during construction.

Note: The Conceptual Development Phase includes meeting with property owners, business owners and other stakeholders, performing technical studies, and selecting preferred alternatives.

Status:
The request for Technical Proposals was submitted to five consultants on April 20, 2007; Technical Proposals were received on May 10, 2007. Consultant interviews were conducted during the week of June 25, 2007. Based on evaluations of the Technical Proposals and Consultant interviews, ms consultants, inc. was selected to provide professional engineering services. The request for a fee proposal was submitted to ms consultants, inc. on July 19, 2007. A fee proposal was received on September 19, 2007. A revised fee proposal was received on November 2, 2007. Fee negotiations were finalized in December 2007. A fee negotiation package was submitted to ODOT on December 12, 2007 requesting federal authorization to proceed. Federal authorization to proceed was granted on January 4, 2008. On March 17, 2008, County Council confirmed the award of the consultant contract that was awarded by the County's Board of Control on February 27, 2008. The Consultant Agreement was submitted to the Consultant for signature on March 14, 2008. The Consultant was formally authorized to proceed on April 23, 2008. Field survey work began on January 14, 2008 and has been completed. Base mapping has begun. Traffic counts were taken the weeks of May 5 and May 12, 2008. Public meetings were conducted on June 5, June 12, June 17, June 26 and July 10, 2008. A public meeting to present the preferred alternative is planned. No date has been established for this public meeting.
